Methinks its Oniisan. Since in the previous appearances, this person appears to have the same head-shape/hair style as the other Oniisans.

Yes, that is indeed Oniisan little ones. And how do we know for certain it is him? Morgan was used as the person to first spot him and amicably react, a dead give-away. If you read back to the first volume it was Morgan who first led us to see Oniichan. :catgirl:
