I think that it is more likely than not, that he is Onii-san.
However, there is also the chance that it's not him. I say we'll have to wait until there's some solid evidence.

No no, it's totally Oniisan. He's the token mystery character. And the only one who would need to wear a disguise. And according to CLAMP, a good disguise is a random combination of eye and head covers.
Unless it's really Carlo in a disguise within a disguise... PLOT TWIST!
