I think it's just the area they are in... They were thinking about Silent Hill and there was the sign... My bet is that somebody was thinking bout Bioshock around that point, thus the water/lighthouse/submersible...

Interestingly, here in the UK giant cigarettes have been used in advertising smoking cessation aids (both the patches / gum etc. sold by companies who derive their name from nictotine, and NHS smoking cessation information / advice...)
