Chasing and catching is instinct, but a mother cat has to teach her kittens first that small animals are food (by catching and killing them and brining them back to the kittens), and then how to kill them (by brining them back alive). If Pangur is like most indoor cats, he would treat a mouse as a toy. When it ran he would chase it and catch it, then let it go and do it all again. Eventually it would get away or it would "break". And the song is from a Kliban cartoon, but I don't remember which book it was in. My best guess would be either Never Eat Anything Bigger Than Your Head or Whack Your Porcupine, but the key word there is "guess".
